The Seismological Society of America maintains a useful Seismology, Government, and Public Policy web page. Below is useful Congressional committee information that can be found there.
Some Key Congressional Committees
The National Earthquake Hazards Reduction Program (NEHRP) is authorized by the following co
mmittees:
Basic Research Subcommittee of the House Science Committee
Sena
te Committee on Commerce, Science, and Transportation
After a program is authorized, funds must be appropriated for each government agency involv ed by one of the several subcommittees of the appropriations committees in the House and Senate.
NEHRP funds are divided among four agencies. For example, the subcommittee that appropriate s funds for the U.S. Geological Survey, part of the Department of the Interior, is called t he "Subcommittee on Interior" in the House and the "Subco mmittee on Interior and Related Agencies" in the Senate.
The subcommittee of the Appropriations Committee that appropriates NSF funds is called the "Subcommittee on VA, HUD, and Independent Agencies" in both the House and in the Senate.
